For years, the 62-mile New Haven-Hartford-Springfield rail corridor (NHHS) suffered from lack of investment and stagnant ridership. The State of Connecticut, recognizing the potential of this corridor, has made it the cornerstone for a revival of rail passenger service for New England. With funding from FRA’s High-Speed Intercity Rail Program and Connecticut, the NHHS Rail Program has made significant investments in new railroad infrastructure owned by Amtrak. At full build out, the corridor will be a major gateway with improved transportation throughout New England and eventually to Montreal. This presentation will focus on 3 key areas: The massive capital improvements to the line between New Haven and Windsor, CT, the extensive service planning and RTC modeling that went into the launch of CTrail Hartford Line in 2018, and plans for future NHHS phases. Key learning objectives include the unique engineering requirements and coordination required to implement the improvements to the Hartford line. In addition, the presentation will discuss technical, environmental, community challenges with improving a railroad that was originally constructed in the 1840’s and upgrading it to modern FRA class 6 standards. This will include: • Historical classification of bridges and culverts; • Designing track alignment and section around environmental and urban constraints; • Contaminated soil and it’s impacts on cost and construction methodology; • Reducing construction cost and schedule with the use of a TCM; • Sub-surface drainage; and • Coordination between concurrent track and station construction. The key presentation service planning learning objectives encompass technical and coordination efforts.
