Sylvia is an expert in third party medical front and back office administration and has counseled DMEPOS providers nationwide. As founder, owner, and President of Professional Medical Administrators, Sylvia has more than 32 years’ total medical experience and over 25 years of Progressive DME management experience specializing in billing and reimbursement, Revenue Cycle Management, competitive bidding and compliance. In 1994-1996, prior to starting ProMed, Sylvia held the title of Director of Reimbursement for a Nationwide HME Corporation with 121 offices. Sylvia has successfully represented clients in over 2000 Administrative Law Judge (ALJ) hearings. Additionally, she has extensive audit defensive experience against the Unified Program Integrity Contractor (UPIC) audits, formally known as Zone Program Integrity Contractor (ZPIC), with large favorable results. Sylvia Toscano monitors the pulse of the HME industry as a researcher and analyst of vital policy changes within the HME industry. She is an active member and contributor to Medicare Jurisdiction B and C Medicare Council, an active board member and treasurer for the Florida Alliance of Home Care Services (FAHCS), and a DME industry contributor for HME News. Sylvia continues to service and support the HME industry; educating providers through customized supplier training, extensive consulting services, and speaking engagements. She is often quoted in HME as a subject matter expert and she speaks annually at Medtrade and State Associations conferences.
